Who is Most Impacted by Lower Levels of Internet Access and Use?
Some Texans have historically struggled with accessing digital opportunity. These population groups include immigrants, low-income households, veterans, and others. In Texas, over 85% of residents fall within one of the population groups most impacted by differing levels of digital opportunity.
The Texas Digital Opportunity Plan sets targets for increasing digital opportunity for these “covered population” groups. The list of Covered Populations is specified in the bipartisan Infrastructure Investment and Jobs Act of 2021. The Texas Digital Opportunity Plan aims to positively impact these groups as well as all Texans.
