"Internet adoption" refers to full access to and use of the internet for everyday life. Cost and availability are the two primary barriers to home internet adoption for Texans.

The Texas Digital Opportunity Plan aims to reduce the rate of Texans who do not connect to the internet at home due to cost to less than 50%.
